In this Jan. 13, 2017 photo, Luis Alberto Rodriguez, 43, waits for a friend to pick him up from temporary housing in Miami. Rodriguez arrived from Cuba recently after a two-month journey through the Amazon jungle and Central America. Rodriguez wept when he heard that a government policy granting residency to Cubans who arrive on U.S. soil was ending. That means it could take two years or more before his wife and two children still in Cuba can legally join him here. (AP Photo/Adriana Gomez)
