Canada is known for world-class ski slopes, polite manners and the world's finest maple syrup, though President Trump is most envious of its immigration system, which uses a point-based system to pick most of its newcomers.

Donald Trump announces plan to overhaul legal immigration

President Trump sought to retake the reins of the immigration debate Thursday by announcing a bold plan to refashion legal immigration from its heavy reliance on family ties into a points-based system that would boost those with preferred skills.

President Trump doled out executive clemency Wednesday to Conrad Black, a former media mogul who spent time in prison for mail fraud and wrote a book about Mr. Trump, and to former California lawmaker Patrick Nolan, who advocated for criminal-justice reform after his own prison stint.
