Tamir Rice officers not charged in fatal shooting

Calling the Tamir Rice shooting "a perfect storm of human error," a prosecutor announced Monday that a grand jury had declined to indict two Cleveland police officers in the shooting death of the 12-year-old boy who was playing with a pellet gun in a park.
