FILE- In this photo provided by the LaPorte County, Ind., Sheriff's Department is Michael Elliot, a convicted murderer who was arrested Feb. 3, 2014 in LaPorte County, Ind., more than 150 miles from the Ionia, Mich., Correctional Facility he escaped from on Sunday. In a report released Thursday, March 6, 2014, the Michigan Department of Corrections released an internal investigation report that blamed the escape primarily on the fact that guards ignored motion-detection alarms at a gate that Elliot pried open with scissors and a belt buckle. The report also said a control center officer failed to reset two alarms for 5 ½ hours after they were tested (AP Photo/LaPorte County Sheriff's Department)
