In this photo provided by the Minnesota Department of Corrections is Curtis Carl Wehmeyer, the former pastor of The Church of the Blessed Sacrament on St. Paul, Minn. Authorities in Minnesota said Wednesday, Jan. 29, 2014 they won’t charge officials in the St. Paul and Minneapolis Archdiocese over their handling Wehmeyer, who was later convicted of sexually abusing two boys. Prosecutors say they can't prove church leaders failed to properly report abuse by Wehmeyer. (AP Photo/Minnesota Department of Corrections)
