At least 31 people were killed and dozens are still missing after a Russian missile and drone barrage overnight hit an aid station and other sites across Ukraine.

Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles overnight across nine regions, Ukrainian President Volodymyr Zelenskyy said.

In addition to the attack on a medical aid site in the town of Komyushuvakha, Russian missiles and drones hit hospitals and power plants across the country, he said.

Mr. Zelenskyy said it was not a coincidence that the attacks were carried out on the day of the U.S. midterm elections, predicting that Russia hoped Americans would not notice the devastating assault.

“But such terror must be noticed and stopped. Ukraine must be helped to defend its skies, otherwise Russia will never stop its missile strikes. It is essential to help build peace honestly and reliably, and America can do that,” Mr. Zelenskyy said on social media.

Authorities said that Russian bunker-buster bombs that contain 1.5 tons of explosives were used on attacks in the Zaporizhzhia region, where the Komyushuvakha aid site is located.

Officials declared three days of mourning in the region as rescuers and volunteers continue to search for survivors under rubble.

Ukraine’s Energy Ministry said Russia kept up its attacks against Ukrainian energy facilities overnight, striking at power plants across the country. At least 10 regions were affected by the strikes, with thousands temporarily losing power.

Ukrainian power company DTEK said three of its plants halted operations overnight after suffering significant damage from Russian attacks, but reported no injuries.

Ukraine, for its part, continued its assault on key targets in Russia. The Kremlin reported Tuesday that it shot down 856 Ukrainian launched drones overnight, including nearly 500 launched at Moscow.

The drones also targeted Russian oil infrastructure in the city of Yargoslavl, according to regional authorities, who said there was noticeable damage to the facility’s infrastructure.
