ANTIOCH, Ill. (AP) - The death of a 10-year-old suburban Chicago boy in a tubing accident has spurred legislation in Springfield.
The Daily Herald reports (https://bit.ly/1lnTdfM ) that Republican state Rep. JoAnn Osmond of Antioch has proposed the plan. It would require boaters towing a water skier or tuber to raise a flag whenever the person trailing the boat has fallen.
The boy, Tony Borcia of Libertyville, died two years ago when a passing boat struck him after he fell off his tube in the Chain O’ Lakes.
An Illinois House committee has approved the plan. The next step is for it to go to the House floor for more debate.
