Sen. John Cornyn quickly congratulated Democrat James Talarico, whose win over Texas Attorney General Ken Paxton handed the man who ended Mr. Cornyn’s Senate career a loss of his own.

“The voters have spoken, and I want to extend my congratulations to James Talarico on his election to the U.S. Senate,” Mr. Cornyn said on social media. “I look forward to meeting him and offering my assistance with his transition as he prepares to serve Texans in the U.S. Senate.”

Republicans had seen Mr. Cornyn as their best shot at holding the seat, believing his more center-right brand would resonate more than Mr. Paxton in the general election.

President Trump, however, came to a different conclusion. A week before the runoff race, he endorsed Mr. Paxton, calling him a “true MAGA warrior.” He said Mr. Cornyn is a “good man” but was slow to endorse his 2016 bid for the Republican presidential nomination.

Days after losing the runoff, Mr. Cornyn hinted at his frustration with the fable of the scorpion asking a frog to carry it across a river because the scorpion cannot swim.

The frog is reluctant because the scorpion might sting it. The scorpion promises not to, saying it would not make sense because he would die in the river.

“The frog considers this argument sensible and agrees to transport the scorpion,” Mr. Cornyn wrote. “Midway across the river, the scorpion stings the frog anyway, dooming them both. The dying frog asks the scorpion why it stung despite knowing the consequence, to which the scorpion replies: ’I am sorry, but I couldn’t help myself. It’s my character.’”
