Democrat Elaine Luria defeated Republican incumbent Rep. Jen Kiggans on Tuesday in Virginia’s 2nd Congressional District.

They also faced off in 2024, when Ms. Kiggans challenged Ms. Luria, who had been representing the district for two terms.

Ms. Kiggans largely supported President Trump’s agenda, including the SAVE America Act and the war in Iran.

Ms. Luria, an outspoken critic of the president, served as one of the original members on a House committee that probed the Jan. 6, 2021, breach of the Capitol.

Mr. Trump carried the district by less than a percentage point over former Vice President Kamala Harris in the 2024 presidential election.

The following year, Virginia Democratic Gov. Abigail Spanberger won the district by 8 points.
