ST. LOUIS (AP) - A St. Louis judge has ruled that two state statutes giving control of parking operations to the St. Louis treasurer’s office are unconstitutional.

The ruling by Circuit Judge Michael Stelzer orders Treasurer Tishaura Jones to stop operating under the statutes. A spokesman for Jones told the St. Louis Post-Dispatch that the office will continue to operate as normal because the case is under appeal to the Missouri Supreme Court.

Stelzer in April determined that state laws creating St. Louis’ Parking Commission and tasking the city treasurer with supervising it violate the state constitution. He cited an article in the constitution that prohibits laws that determine the functions of offices in cities with their own charters.
