Sen. John N. Kennedy said Thursday that Republicans may need more than nine Democratic votes to pass a continuing resolution.

“There’s some Republicans that are talking about voting against the CR,” Mr. Kennedy, Louisiana Republican, said on Fox News.

“I don’t know whether they’re going to come to their senses or not,” he added.

Mr. Kennedy said that Democrats will be hard to negotiate with on the spending bill or immigration, which is being tied up with the budget debate, because they don’t want to give President Trump a victory.

“The leftist Democratic base has white-hot hatred for President Trump,” he said. “They’re worried about being primaried. They’re worried about their base.”

Lawmakers have to pass a continuing resolution or budget deal by Friday in order to avoid a government shutdown.
