The White House selected Department of Veterans Affairs Secretary David Shulkin as the “designated survivor” for President Trump’s first major address to Congress Tuesday night.

Mr. Shulkin did not attend the president’s address at the Capitol. In the event of a disaster that incapacitated the president, vice president and other top officials, he would be designated to lead the government.
